Pure Executive are delighted to be partnering with Norfolk County Council to recruit a new Director for People to the Corporate Board. Like many public sector organisations, the next few years for NCC will be framed in the context of pandemic recovery, significant financial management and a wide-ranging agenda for change. But it is also a context of opportunity and ambition with the council’s long term aspirations remaining unchanged as they continue to lead recovery, build resilience and develop a stronger, fairer, more inclusive and sustainable future for Norfolk.

As a senior HR professional, this is a rare opportunity to make meaningful contribution to the successful delivery of NCC’s ‘Better Together, For Norfolk’ strategy. The role leads the people agenda for the council, promoting and embedding the cultural and organisational changes required to support their ambitions for Norfolk’s future. The Director for People will develop and deliver NCC’s workforce strategies, values and context for their organisational design and development whilst ensuring NCC continues to be a great place to work. You will be instrumental in the leadership of significant programmes of change and restructuring that will realise ambitious cultural, financial and productivity benefits for the county.

The Director for People is the focal point for an effective employee relations and employee engagement climate and has a role across Norfolk public sector bodies to collaborate on workforce strategies and initiatives. As a member of the Corporate Board and the Strategy and Transformation Department, you will contribute to the wider leadership of NCC whilst providing leadership and direction to the Human Resources Department of c120 comprising HR Services, OD, Strategic HR business partnering and Health & Safety. Critical to this role is to work across a diverse organisation and wide range of professional colleagues and needs to provide a collective HR response aligned to the strategic goals of the council.

Offering a hybrid flexible working model, this high-profile appointment will offer huge scope and challenge, supported by an aligned Executive leadership team committed to the people and culture agenda. The role requires a professional strategic HR leader, with knowledge and understanding of the public sector and experience of leading significant change and organisational development programmes across large, complex organisations. As a Chartered member of the CIPD (or equivalent), you will demonstrate a proven track record in the successful leadership of a progressive, value add HR department. You will have led initiatives to develop a highly motivated, engaged and skilled workforce, delivered effective well-being strategies and have championed equality, diversity, inclusion programmes to deliver progressive change.

We are looking for a proactive, solution led individual with vision, tenacity and collaborative stake holder management skills, and an inspiring coaching and mentoring management style. You will also demonstrate an authentic and grounded approach, be creative and forward thinking, with the gravitas and credibility to influence at Board level.  As the largest democratic body in the county, serving to create opportunities and enrich the lives of the people of Norfolk, this role will help ensure that NCC has the right people and culture agenda embedded across the organisation to deliver its overall strategic objectives.
